Child Protective Services employee charged with allegedly raping teen

El Paso Police have arrested a 51-year-old man and charged him with sexual assault of a child.

In Texas sexual assault is rape.

Police say that on Sept. 24, 2013 Jorge Luis Villafuerte rented a hotel room for several hours at the Mesa Inn. According to the police affidavit, the victim said the two had sex twice that day in the hotel room.

The victim also said in the affidavit that she and the defendant first had sex in July 2013 at her old home.

According to the affidavit, a forensic examination of Villafuerte’s cell phone showed “inappropriate text messages and photographs between the victim and defendant.”

Villafuerte was booked into the El Paso County Detention Facility early Oct. 1 and charged with sexual assault of a child.

Villafuerte was employed by Child Protective Services as a case worker when the alleged assault occurred. He was hired in December 2010 and has been removed from all case work pending personnel action, up to and including dismissal, according to a statement released by Child Protective Services. CPS also said that Villafuerte would continue to be paid until he is no longer employed by the agency.

Police said they believe there could be additional victims that have not been identified. Anyone with information on additional cases is asked to contact police at 915-832-4400.
