Previous story: Horizon and Socorro also are holding elections Tuesday.
Growing Horizon will elect a mayor and three city representatives and troubled Socorro will elect three city representatives.
Out in Horizon, concerns about growth are at the top of the list.
Horizon has grown to a population of more than 18,000 residents and has a new Walmart Supercenter, but very few voters Tuesday could be seen at the polls.
Mayor Walter Miller is running for his fourth consecutive two-year term against City Councilman Bill Armas.
Three seats also are up for grabs on the Horizon City Council.
Over in Socorro, where corruption has run rampant in recent years and three city council spots were up in the air as well, the turnout was minimal.
