Part of Canutillo road to connect to Spur 16 remains unfinis

an unfinished road has led to disappointment amongst drivers. isela rubalcava avenue is located in canutillo. the road is supposed to connect the spur 16 to allow access to i-10. the road is also shared by 3 schools and el paso’s west side sports complex which is hosting a major soccer tournament this weekend. ABC-7’s jerry najera is live at the unfinished road and has more… luke, josie. we’re on isela, rubalcava avenue and this is where the road comes to and end. barriers have been put up to prevent drivers from go on to the dirt road and getting on the new spur 16. but it hasn't stopped many drivers.the road is meant to make a connection between south desert blvd and the spur 16it's supposed to ease traffic for drivers attending schools like epcc's northwest campus, northwest early college high school, canutillo high school and a headstart in the area.the road was built in 2006.we asked txdot why the road hasn’t been completed. they tell us the road project falls under the city. the city says they are waiting for state and federal funding from txdot. THEy tell us the road project isn't unfinished construction is planned to begin in 2017 and is expected to finish in 2019.Officials from the city engineering department say even a quarter mile like this takes time because of studies. “the fedral government will not allow to just build a road they want ot be sure that all the environmental concerns are actually adressed” now as we mentioned theres a major soccer tournament today there’s been thousands of people out here some telling me its just looks bad and the kids and parents deserve better other saying in this case its help with parking because there isn’t enough in the complex … after more than 2 years under construction the humane society now has
