El Paso Police chief testifies in wrongful death lawsuit

El Paso Police Chief Greg Allen testified Monday in the wrongful death lawsuit involving an El Paso Police officer.

Angel Garcia’s family filed the $30 million lawsuit against Old Dominion Freight Line after Garcia was struck while trying to remove a ladder from I-10.

Elsa and Miguel Garcia held onto each other tightly during Chief Allen’s emotional testimony.

Allen spoke about how difficult it was going to the Garcia home the day of the accident.

He said the family already knew something was wrong when they saw him at their door.

Allen told the family that they had lost him. That he had died.

Allen also said he was familiar with the policy and procedures manual, both at the time of the incident and now, and said the manual did not address lane closures or removing debris from a high speed highway until after Garcia’s death.
