Police identify alleged gunman, victims in deadly shooting outside East El Paso bar

Police identified the alleged gunman and the man shot and killed outside a bar early Sunday morning in East El Paso.

Rogelio Franco, 22, died shortly after the midnight in the parking lot of Barfly shortly after midnight on the 11300 block of Montwood Drive.

Police arrested at 19-year-old man in connection with the shooting. Moises Galvan allegedly shot Franco and 22-year-old David Ortega. Police said the altercation started inside the bar and spilled into the parking lot.

Surveillance video released by the store next to the bar shows what appears to be Galvan walking out of the bar alone. He then looks over his shoulder at four other men who are several feet behind him, leaving the bar. It appears Galvan waits for the group of men in the parking lot. The group appears to talk, before walking away from the bar as one of the men veers off from the pack.

Police said Galvan fired several shots and allegedly tried to flee.

Sheriff’s deputies and a deputy constable who were providing security nearby took him into custody.

“It breaks my heart that such a young beautiful life was taken this way,” said Barfly’s owner Isabel Salcido. “We have protocols and procedures.” The owner said the events that unfolded were unforeseeable, and that’s exactly what the Texas Alcoholic Beverage Commission will be trying to determine in the investigation.

TABC says that if there was an altercation between customers that could have been prevented before escalating, Barfly could face severe punishments.

Salcido says that, after 8 o’clock, Barfly is a bar for people age 21 and up. Galvan, 19, was allowed in without any problems. State law focuses on whether minors are actually served alcohol and not their presence at the bar.

TABC records show a lengthy history of violations at Barfly over the past three years. The bar racked up eight violations since 2014. One violation was for serving minors and the others were for failing to report altercations. All but one of those received a written warning. Back in in June 2015, Barfly had its license suspended for a day and had to pay a $600 fine.

Galvan was charged with murder. Police said he was also in possession of less than 2 ounces of marijuana. He was booked into the El Paso County Jail with bond set at $1.5 million.

Ortega was shot in the chest and is being treated at Del Sol Medical Center.

Friends and family have created a makeshift memorial for the victims with candles and balloons at the scene of the crime.
