Albert Halpern is still recovering at University Medical Center after a head-on collision near Marfa early Tuesday morning.
County Commissioner David Stout, Halpern’s boss, told ABC-7 he underwent surgery on his left leg yesterday and faces additional surgery to repair broken facial bones next week.

A new era in El Paso politics is underway as the city’s new mayor and city representatives were sworn in Tuesday morning.
The new members include Mayor Dee Margo and representatives Alexsandra Annello, Cassandra Hernandez-Brown, Sam Morgan and Henry Rivera.
“It’s like drinking from a fire hose,” Morgan said after his oath of office, “But the bottom line is, it’s information that needs to be pushed to us and we have to learn. We have to learn what the process is already looking like. We’re jumping on a moving train here, so it’s up to us to get involved and learn what we need to.”
The runoff election for District 8 will take place on Saturday, July 15. Cortney Niland, the current rep. for District 8, was not present at the council meeting. Niland stepped down for personal reasons and her seat is up for grabs. Candidates Robert Cormell and Cissy Lizarraga are vying for Niland’s seat.

Mayor Margo said he is considering proposing a longer public comment period during council meetings. “We want to be able to run a meeting efficiently and provide the information the public wants, and also to do our business, so we may have to re-look at how we handle public comment,” Margo said, “We may need to extend that. The initial procedure was only 30 minutes, at EPISD we had an hour, so I think maybe the public would need more and we need to recognize that.”
Nearly 40 people spoke during public comment at the council meeting. Many of them spoke out against locating the downtown arena in the Duranguito neighborhood.
“I’ve been pretty clear on my decision in favor of a downtown arena, specifically the site that was chosen so,” Hernandez-Brown said, “I don’t think it’s going to change, but I’m certainly an open and I will listen and see if that influences me.”
There had been some question as to whether Rep. Annello was going to be at the meeting. Her husband Albert Halpern is still recovering at University Medical Center after a head-on collision near Marfa.

Halpern and Annello, married three days before the crash. “You know, it really is an emotional day. I’ve been thinking about my husband all day because he’s been in surgery all morning,” Anello said, “And you know, I know he would be really proud of me and I know he really wanted to be here.”
Anello told ABC-7 her husband underwent what she hopes is his final surgery Tuesday. “He has had surgery on his leg, hip and arm. He had full reconstructive facial surgery. Hopefully, we’ll be able to get him off a breathing machine,” Anello said.
