El Paso Police charge woman with animal cruelty, two pit bulls rescued

Police arrested a woman who allegedly neglected two pit bulls in the backyard of a residence in Far East El Paso.

Oyuki Diaz, 30, was charged with two counts of Cruelty to Non-livestock Animals.

On July 24, 2017, patrol officers responded to a residence at the 14400 block of Pacific Point to assist Animal Services.

The officers allegedly found a 2-year-old female pitbull tied to pallets with no slack to move. Officers also found a pitbull puppy struggling to stay alive in an above ground pool, officials said.

The puppy had only “its head above water supporting itself on a filter spout to keep from drowning,” police said.

“There was no shelter, food or potable water for the dogs and the unkempt condition of the yard indicated they had been neglected or an extended period,” police said. Officers noticed both dogs had visible injuries, officials said.

Detectives of the Animal Cruelty Investigative Unit conducted the investigation, which led to the issuance of criminal warrants and the arrest of Diaz.

The woman was booked into the El Paso County Detention Facility under bonds totaling over $8,100. At the time of her arrest, Diaz was also wanted on three traffic-related warrants.

Police said both pit bulls have been adopted. Diaz’s mugshot has not been released.
