In 2014, Stout ousted Lewis from the Precinct 2, defeating the incumbent by only 48 votes in the Democratic primary.

Voters in Tuesday’s Democratic primary will decide who takes the seat because no candidate is running in the Republican primary for the precinct 2 seat, which covers portions of West, Central, Northeast and East El Paso.

Prior to being elected, Stout worked more than a decade in broadcast journalism, including tenures with NBC, Telemundo and Univision. Stout also worked as legislative aide and media relations specialist for State Senator Jose Rodriguez. During is term in office, Stout worked with commissioners and the county hospital district to bring the debt-ridden El Paso Children’s Hospital under the County’s wing.

Among Stout’s goals is to finish an architectural survey in Downtown El Paso and help the County apply for historic designations in the area. Stout vows to continue supporting downtown development with the goal of attracting more families to live in the area.

Stout also wants a county-wide historical survey in order to take inventory of all of the County’s historical assets. He wants areas like Hart’s Mill, the Oñate Crossing, Casa Ronquillo and the Mission Trail to become tourist attractions. He feels the city needs to work to promote EP history and heritage more heavily.

When it comes to healthcare, Stout wants better and more affordable healthcare for the community. His plan includes stand alone emergency departments at neighborhood clinics around the county. Stout is also a proponent of a Community ID program and raising the minimum wage.

Lewis, the owner of Sergio Lewis Body Shop, has served the El Paso community as a school board trustee for the El Paso Independent School District, EPISD school board president and the county commissioner for precinct 2.

According to his website, while at EPISD, Lewis “made sure tax dollars were spent in classrooms and supported increased safety measures for students and teachers.” Lewis said, that as a county Commissioner, he “held the line on taxes and limited spending.”

If elected, Lewis said he will make sure the County is “judicious with your money and will maximize every tax dollar.” Lewis also plans to “uphold the County’s obligations to our law enforcement and make our community’s safety a priority.”
