Former El Paso school principal indicted for kidnapping, sexual assault

EL PASO, Texas -- A former school principal has been indicted by a federal grand jury for kidnapping and transportation for illegal sexual activity, according to the U.S. Attorney for the District of New Mexico.

A federal grand jury indicted Jeffrey Steven Clay, 50, of Anthony, New Mexico.

According to the indictment, back on August 4, 2021, Clay allegedly offered a ride to an unidentified victim near Yandell Drive in El Paso, Texas.

The alleged victim asked Clay to take her to a friend's home. But according to the indictment, Clay drove the woman to his home in Anthony, New Mexico, where he handcuffed the victim and sexually assaulted her.

Investigators say the woman escaped during a ride back to El Paso.

Federal officials say Clay is alleged to have previously sexually abused a minor whom he had close access to from 2012-2014 in a separate incident.

Officials say Clay is employed as the Executive Director of Analytics, Strategy and Assessment and Public Education Information Management Systems for the El Paso Independent School District.
