we are under an abc-7 first alert this morning. it’s another soggy start to the day — and there is also some fog. developing overnight— north korea says it has conducted it’s first successful h-bomb test —how the world is reacting this morning. / and a controversial construction project near downtown is once again raising questions after the removal of speed humps to make way for another project. / we are waking up to another wet day here in the borderland. that’s right—the rain came down steadily again overnight in some parts of the city. now — we’re under an abc-7 first alert. the first alert is for dense fog in some areas. this is video our round the clock crew shot from central el paso. as you can see, the roads are going to be wet again for your morning commute. like we said — we’re under a first alert for fog this morning– this is a live look from our tex dot traffic cameras … so just be careful out there as you head out on the roads this morning. / a very good morning el paso, las cruces, and juarez. i’m stephanie valle. and i’m hillary floren. good morning, everyone. abc-seven first alert coverage.. a wintry mix of weather will continue as another in a series of upper level storm systems will bring lowland rain and mountain snow showers to the region today. another 1 to 3 inches will be possible in the mountains of gila region and the sacramento mountains. the lowlands will see breezy conditions and mainly light rain showers. another storm system will move through the area late thursday afternoon through friday with more mountain snow…lowland rain and breezy west winds expected. yet another system will move through the area late sunday with a mix of rain and snow possible. we’ll have a complete look at your forecast coming up in just minutes! north korea claims it has tested a hydrogen bomb. there is no confirmation from the u-n or other countries. the u-s is keeping a close eye on this… and says if it’s true, it is unacceptable. abc’s joohee cho is in south korea with the latest on this story developing now. / s nats overnight? the surprise announcement read on north korean state t-v the secretive nation, saying it conducted a perfect first test of a hydrogen bomb? the news anchor, talking about the north’s sovereign right to protect itself from -quote – evil warmongers like the united states. the hint of a test first came when a 5.1 magnitude earthquake was detected near the nation’s nuclear testing facilities. unlike in the past, north korea did not give an advanced notice to the international community. the nation’s leader kim jong-un did mention a month ago that they could miniaturize hydrogen bombs, far more powerful than the atomic bombs they have tested in the past. international condemnation to today’s test was swift? japan’s prime minister saying this morning -quote- “we absolutel cannot alow this”. the u-n called it a grave threat to security, and a likely breach of interntional treaty. the major concern for the u-s: with advanced missile technology, in theory, north korea could possibly hit the mainland united states. but u.s. officials are skeptical. north korea has often bluffed over what they have, and there’s no way to confirm today’s claims. joohee cho, abc news, seoul, south korea. president obama’s controversial executive actions now have the force of the law. an emotional president announced his plans — surrounded by the families and survivors impacted by every mass shooting since columbine. his executive actions expand background checks, requiring all gun dealers to be licensed. the president also plans to overhaul the fbi’s background check system and calls for increasing the use of mental health information for checks. “this is not a plot to take awa everybody’s guns. you pass a background check, you purchase a firearm.” the n-r-a tweeted, the president’s plan will do nothing to improve public safety. g-o-p reaction was swift… calling it an attack on the second amendment. house speaker paul ryan said “rather than focus o criminals and terrorists, he goes after the most law-abiding of citizens.” the white house believes the president’s plan will survive any court challenge. tomorrow, president obama will hit the road for a gun control town hall in virginia. happening today… a friend of one of the san bernardino attackers will appear in court this morning in riverside, california. enrique marquez was a friend of sayed rizwan farook. he is accused of conspiring with farook to provide material support to terrorists authorities believe he bought rifles for farook and his wife to use during the deadly attack in san bernardino on december second. a man will serve 5 years in state prison after he pleaded guilty to running over a young woman in fabens and trying to cover it up. lorenzo pacheco killed 20-year-old stephanie nicole avelar in 2012. authorities say he tried to cover it up by fixing the truck he hit her with. the family of the victim tells abc-7 they didn’t want to push for a higher charge and go to trial. but the family is still not happy with the sentence. they say 5 years is not enough for a young life taken too soon. an el paso mother who was out on bond after being convicted in the death of her baby – is back behind bars. twenty-five year- old lindsey hradek had her bond revoked last month. in november she was granted a new trial and released, which the district attorney is appealing … after being convicted of reckless injury to a child in august and being sentenced to 13 years in prison. this is video of hradek crying with her mother after she was convicted. last month, her mother told apodaca bail bonds she was not complying with the conditions of her bond, stating she was not staying at home as the court ordered her to do. according to police hradek was arrested christmas day at a la quinta at i-10 and geronimo. hradek has already been granted a new bond hearing … it’s scheduled for thursday morning in judge anna perez’s courtroom. controversial speed humps near a central el paso high school are gone this morning. the city forced to remove them, because of construction on the new streetcar project. were those speed humps all for nothing? good morning el paso’s denise olivas is live with the details … denise? abc-7 first reported the city paid nine- thousand dollars out of its general fund to pay for the speed humps near cathedral high school. but what caused the controversy is how those speed humps got there in the first place. city rep larry romero, a cathedral alum, requested the humps, and they were approved by city manager tommy gonzalez. the city requires residents submit an application to request street changes– using what it calls the neighborhood traffic management program. but in the case of these speed humps, there’s no evidence the city followed it’s own process. we were then sent an email by the city saying gonzalez attended two community meetings where residents expressed concern over traffic safety on stanton. this morning the el paso times is reporting that the city claims it did not have to pay for the removal of the speed humps. what more interesting– the city told the times it’s not sure what it will do with the speed humps– officials say they knew they would come across this issue when construction for the streetcar project would begin. taking another live look at the tx-dot traffic cams… still much more to come on good morning el paso — the effects of el nino can be seen from coast to coast–we’ll have the latest. and later—the pope’s visit tojuarez is just a over a month away and workers are making progress on that massive altar for his mass. we’ll take a look. / meteorologist krystal klei has your detailed forecast. krystal… and this is abc-7, where news comes first! el nino is wreaking havoc along the west coast — bringing severe storms, dangerous flooding and threatening mudslides and more extreme weather. on the east coast, a winter snap of cold air is bringing unseasonably cold temperatures. abc’s lana zak has the latest. / nats rushing water torrential downpours in wilodmar, california have turned this backyard into a waterfall. a powerful el nino is slamming the california coast, nats pd video turning streets into streams… …and causing parking garages to
